Let us be clear-eyed: the refinery strike campaign is not going to provoke a revolution in Moscow. Russian society has demonstrated remarkable resilience in the face of economic difficulties. Russian history is full of periods of far more severe shortages than today's — two world wars, the civil war, the collapse of the USSR. The population has a capacity to adapt to scarcity that Western analysts tend to underestimate, having grown up in consumer societies where shortage is an abstraction.

In any case, the objective of the Ukrainian campaign is not to topple Putin — it is to increase the cost of the war for Russia, to reduce its operational front-line capabilities, and to demonstrate to the international community that Ukraine can act asymmetrically and effectively. On these three objectives, the campaign is producing measurable results. Hope for a Russian popular uprising would be an illusion; the goal of strategic attrition is an operational reality.

Conclusion: Oil as a weapon of war and the deepening Russian crisis
